Dear Governor Finney: I would like to congratulate you on your excellent choice of Wichita Mayor Bob Knight as the new Secretary of Commerce and Housing for the state of Kansas.

I also want to commend you for the courage to speak favorably for Medical Hemp AKA marijuana a couple of months ago during a television interview.

Just as when I voted for you in the last election, I believe that change is the only chance of economically, and environmentally, this planet has of survival.

I am most concerned about Greenhouse, and the depletion of the ozone. During your administration, I have written you many times concerning Hemp prohibition. I must admit, you to date, have yet to give the courtesy of a response. I wonder Governor Finney, have you yet to take the time to look up into the rotunda of the Capitol to marvel at all the Hemp leaves that adorn the ceiling? I do not understand how people can know the truth on one side, and embrace the lies of prohibition, especially when everyone knows they are lies.

A perfect example of prohibition can be seen in Wichita. A few months ago, it became against the rules, for officers to smoke cigarettes in their police cars. If you pay attention, you see better than half of the officers hanging out of their auto windows with a cigarette in the left hand.

I am not complaining, I am pointing out that even if it is against the rules, and a man decides that is what he wants to do, he will continue in the action he desires, especially if he finds the law or rule to be ridiculous. Why are we not urine testing our city officials to make sure they are not smoking cigarettes on city time, or in the city vehicles?

Your are right, this is an absurd idea, but no different than the war George Bush declared on an herb Hemp. We finance our defense forces to stomp fields to kill this favorite bird food of all wild fowl. No man or woman in any position can get a job if they do not pass this test for Hemp consumption. In many cases, this is the first lie an employee must perform, if he is going to work.

Hemp prohibition causes all of its users to live daily in fear of being put into prison for the first time offense for a minimum of five years. If the officer smoking in his police car faced these types of punishment, do you think it would stop him smoking a cigarette? No, it would mean that eventually the city would be forced to choose from only the population that did not desire to consume cigarettes to fill their positions. Both being good and bad. I would hate to think that I would have to hire some one with the only righteous qualification being he or she could pass a urine test.

The result of this increased prohibition of Hemp by President George Bush can be see through our country today. The economy is flat, people are dissatisfied, the planet is dying. All politicians talk of new jobs, but the truth is while we can be the leaders of an environmental clean up (reference article attached Senator Gore at UN conference), the Bush administration through manifesting lies, imprisoning more of it’s citizens than any other country on earth, and destroying the Constitution of United States, still claim that Hemp is a dangerous drug.

A couple of weeks ago I attended a swimming party, and one of the guest, brought his swimming attire in a bag manufactured by the tooling industry, this sturdy steel framed bag trimmed in leather, was made of 100% Hemp. Hemp is the most durable fiber on earth. When I inquired if I could use the bag in my classes, the gentle brought to my attention, something I did not even realize. He said, Debby don’t you realize that it is Hemp that build this country, and it is Hemp that is still used to build this country strong.

For almost a year, I have been importing from China 100% Cannabis Hemp fabric. To protect myself, since no one in the Kansas Tax Department seems to be able to tell me anything about the legality of 100% Cannabis Hemp fabric, I have been purchasing the Kansas Drug Tax Stamps. Not because I feel that I am doing anything wrong, but because I am a seamstress, and I make money from designing, garments, and accessories from cloth. I have not the money, and cannot afford the loss should political personnel decide to debate the situation.

For almost a year, I have also been inquiring with the different departments in Kansas about authorization to apply for a license to grow Hemp for textiles, from the Federal Government. To date, I have not made any progress in this direction either. No one in this state knows where to send me.

In a book called Kansas Wild Flowers, University of Kansas Press; Lawrence, Kansas; 1956; It is clearly explained how important to the economy of the state of Kansas, Hemp agriculture was, and in 1935, the state Legislature appealed to the Federal government to reconsider the new laws, for Hemp was no more harmful than coffee, tea, or sugar.

I have enclosed similar documentation of previous correspondence to you. If you have not given these your consideration, please do so now. A couple of weeks ago, I distributed these through closed doors, for no one in the state of Kansas employ, would accept these from my hands.

This year, before the primary, I reregistered to vote as a democrat, so I could vote for Governor Clinton. I am proud to say that Governor Clinton and Senator Gore understand Bio-Mass Diversities, and the necessity to stop using cheap petrochemicals. I am considered an expert in Bio-Massing for fuel. If you would like me to speak for you, I am prepared. I teach classes weekly through the Wichita Free University.
