Dear Ms. Moore:

This letter responds to your letter regarding “Food Resources.” Food resources are within the areas of delegated authority of the Secretary of Agriculture under the Defense Priorities and Allocations System (DPAS). The basic intent of the DPAS is to provide for acceptance and priority performance of government contracts that promote the national defense over performance of any other contract. The Defense Production Act (DPA), the enabling legislation for DPAS, was enacted in 1950. The DPAS system remains in effect and is further described in the Code of Federal Regulations (CFR). If have enclosed selected sections of the DPA, Executive Order 12919, and 15 CFR 700 for your information. Executive Order 12919 is primarily a redelegation of authority to implement the DPAS and other DPA authorities. It is not an announcement of any new program. I am not aware of plans for any programs of the type referred to in your letter.
